Liberty-Powell Community Infrastructure Project

The Liberty and Powell Community Infrastructure Financing Authorities were created in accordance with Ohio Revised Code 349. The purpose of the creation of these Authorities is to cover all or part of the cost of the acquisition, development, construction, operation and maintenance of land, community facilities and the debt service payments for such.

Currently, both community authorities are assessing 10.25 mills annually for each dollar of assessed valuation. This rate is subject to waiver, reduction, increase or termination by the Board of Trustees of the Authority. Although the rate is expressed as an ANNUAL rate, this charge is certified to the Delaware County Auditor’s Office TWICE annually at a rate of 5.125 mills. The first half certification is on April 1 and the second half is on November 1.

The Community Authority Charge is due and payable with the first half tax bill on February 10 and also with the 2nd half tax bill due July 10. This assessment is billed current as opposed to the real estate taxes which are billed one year in arrears. The charges on the first half tax bill are for the first 6 months of the current year and the charges on the second half tax bill are for the last 6 months of the same year.

The Community Development Charge is considered a lien on the property and is estimated to be in effect for 30 years.
