ADDRESS STANDARDIZATION PROJECT
On September 20, 2002, after one year of discussions and collaborations, the members of Delaware County GIS Users Group (DCGUG) adopted the county's Address Standards Document. Evan Preston of City of Columbus made a motion to adopt the final document and the motion was seconded by Jerry Warner of the City of Delaware. The Final copy of this document is in PDF format. It is very important to note that this is a flexible document, which means even though this document has been adopted, with the agreement of all committee members, necessary changes could be applied to this document in the future.
History:
in September 2001, DALIS Project initiated a series of meetings to discuss and create a set of Address standards acceptable and usable by all jurisdictions within the county. These meetings have been convened as part of DCGUG's monthly meetings. Since then, the committee met 9 times and during the past 12 months representatives of almost all participating jurisdictions have presented their address assignment procedures to the committee members. Various issues involved with lack of standards, efforts in cleansing existing address files, the structure of data layers, means of data transfer, and ideas about distribution of final datasets have been discussed during these meetings.
The First Draft of this document was distributed to the Committee members on February 15th meeting and comments and feed backs were discussed and incorporated into the first draft. As part of this project, a survey from all county's jurisdictions was conducted and the Results of the survey is also included in the draft and final document. Delaware County Address Standards Document has adopted the U.S. Postal Office's abbreviation Standards which is also partially included in this document.
The committee met on April 19th and June 28th, 2002 and members brought in their comments and corrections which was later on incorporated into the document. The Second Draft of the standards reflects those changes. Additionally, an updated Survey Result was also generated as a result of the committee's feedback.
Along with discussions related to the document and in order to further enhance the quality of addresses and GIS layers in the county, the Committee has also worked on two other related projects.
One of those project involved the county's Master Street Name. At the beginning of this project there was no Master Street Name list readily accessible to every jurisdiction in the county. This meant that sometimes various jurisdictions inadvertently used names that were already used by another entity within the county. From the beginning of this project, one of our objectives was to post a comprehensive county wide street name database on the web site. That way we were hoping to enable every entity to easily access the database before they assigned new street names and as a result preventing any duplication of street names.
Since the County Engineer’s office had a street list available on the county’s intranet, we started from that database and after conducting thorough quality control on that dataset, we synchronized the naming conventions between that file and DALIS’s road centerline coverage. This task was accomplished as a result of extensive work by the staff of the County Engineer’s Map Department and DALIS Project. The final file will become available on the county’s web site by mid November 2002.
The second project's objective was to publish a complete and accurate GPS point coverage on the web. In order to achieve this goal, early on in the process, copies of maps of addresses in all municipalities were distributed at the meeting. Each entity was asked to review the locations and addresses of industrial, commercial, and multi-family residential uses in their jurisdictions and we are going to publish the final GPS point shape file on our web site by mid November 2002. This layer will then be updated and published on a weekly basis. This task would not have been possible without the extensive work done by municipalities within the county.
